IntroductionThis Toolkit aims to provide an overview of the elements involved in developing a supportive housing setting designed to serve multiple individuals with intellectual disabilities. It is written for anyone with an interest and does not assume knowledge about, or experience with, housing development, capital finance, public benefits, the adult services system, or any other piece of the supportive housing puzzle.
This Toolkit is not a recipe for supportive housing; most of the topics covered are too complex and real-world application is too contingent upon specific circumstances. This Toolkit does hope to provide you with enough of an understanding of the entire development process a) to determine whether or not to pursue it, and b) if you do choose pursue it, to be as prepared as possible for what lies ahead. As a national matter, family-driven supportive housing development is often being built on a buy-in model, in which future residents, or their families, contribute significant up-front capital. While the numbers are all the more challenging without such family financial contributions, this Toolkit does not assume they will be available. This Toolkit aims to provide a route forward for families whose resources may consist primarily of hope, commitment, love, and indomitable will. Much of the information gathered in this Toolkit is of a category that begins to become dated the moment the ink dries. NEVER rely solely on any information in this Toolkit. ALWAYS confirm the currency of any law, regulation, policy, deadline, requirement, form, or contact person with the appropriate authority. This Toolkit does not provide legal advice. Finally, while many of the topics this Toolkit attempts to cover are governed by statute or regulation, practice on the ground may differ. Never assume that because something is required by law that it happens that way in practice, nor that just because something is done a certain way means that the practice conforms with law. If you always assume that law and practice may differ, you reduce the likelihood of being caught short when they do. |
